Organisation of Agency

Tasks and duties within the competence of the Agency are organized in four internal organizational units, shown in the organizational chart, as follows: 

a) Sector for administrative and legal affairs,

b) Sector for certification, 

c) Sector for accreditation and quality,

d) Sector for information technologies. 

The Sector for administrative and legal affairs organizes and performs tasks of:

a) providing effective and efficient use of human, financial and material resources of the Agency; performing legal and HR affairs; planning, modelling and maintaining organizational structure and structure of positions; performing financial-planning and accounting tasks, analytical informative, organizational and PR tasks;

b) performing expert and administrative technical tasks for the Agency, an especially: preparation of materials needed for debate with representatives of the Republic bodies, health care institutions and other beneficiaries of services provided by the Agency; preparation of materials for conferences and seminars; adoption of normative acts; organizing meeting with beneficiaries and representatives of international organizations; contracting; planning and execution of the Agency’s budget; keeping financial records and vault, keeping material accounting as well as procurement, distribution and maintenance of the Agency’s equipment; performing protocol and archive tasks (office management); providing typing, editing, photo-copying, translating and multiplication services, storing and photo-coping of material; providing communication within the Agency (phone calls, receiving and sending mail, archiving entire documentation received and sent by the Agency); driving tusks and cleaning tasks; 

c) submitting annual reports to RS Ministry of Health and Social Welfare,

d) performing other tasks delegated by the Agency’s director.

The Sector for certification organizes and performs tasks of:

a) implementation of health care institution certification procedure,

b) developing and reviewing of certification standards,

c) proposing accreditation commission,

d) assessment of compliance and provision of certification information,

e) organizing seminars related to certification and health care safety improvement

f) promoting the position and role of certification in health care safety improvement system,

g) monitoring of certification effects and proposing measures and standards to improve safety of health care,

h) assessment of need for assessors’ additional training,

i) keeping a registry of assessors,

j) keeping a registry of certification standards, 

k) proposing foreseen funds to provide certification education costs and costs of assessments and monitoring reviews,

l) performing other tasks delegated by the Agency’s director. 

The Sector for accreditation and quality organizes and performs tasks of:

a) implementation of health care institutions accreditation procedure and rewarding accreditations,

b) developing and reviewing of accreditation standards,

c) developing of accreditation system coordinated with international standards and praxis,

d) appointing accreditation commission,

e) assessment of compliance and provision of information on accreditation and accreditation standards,

f) keeping a registry of accredited health care institutions,

g) promoting the position and role of accreditation in health care quality improvement,  

h) organizing seminars and trainings related to accreditation and health care quality improvement,

i) performing monitoring reviews of accredited health care institutions in scope of accreditation standards,

j) monitoring of accreditation effects and proposing measures and standards to improve health care quality improvements,

k) monitoring and evaluation of health care quality indicators,

l) providing expert support to health care institution in monitoring and improvement of health care quality, 

m) keeping a registry of assessors, 

n) keeping a registry of experts for certain fields, 

o) keeping a registry of accredited health care institutions,  

p) checking of implemented correction measures after assessment, 

q) performing of regular and extraordinary monitoring reviews,

r) proposing foreseen funds to provide accreditation trainings costs and costs of assessments, accreditation and monitoring reviews, 

s) cooperation with health care institutions’ quality commissions on development and monitoring of quality improvement programs, 

t) evaluation of health care beneficiaries’ satisfaction,          

u) performing other tasks delegated by the Agency’s director.

The Sector for information technologies performs tasks of: 

a) maintenance of all computer network elements (hardware, software), securing all the necessary operational processes to provide uninterrupted work and exploitation of computer network, 

b) administration of servers, active and passive network equipment – internal servers as well as website server, 

c) developing and managing of computer network, 

d) development, implementation and testing of disaster plans in order to provide information integrity (regular information backup),

e) development and implementation of emergency rules and recovery system, 

f) monitoring of system load and optimisation, 

g) installation of operative system and software and licensing, maintenance and development of data bases the Agency is using to store and analyse data,

h) controlling access privileges, creating spare data copies, 

i) analysing current and future projects in order to develop applications and data bases for providing projects support, 

j) designing and implementation of new applications and data bases in accordance with projects’ needs, 

k) designing and updating of the Agency’s website, 

l) performing other tasks delegated by the Agency’s director.
